Head to Boss Island and summon the Ice Queen via the Summoner NPC.

Each clean kill has a 0.7% chance to roll the Ice Queen outfit. Stack Luck titles, party up with a friend, and plan for a long session.
Every Ice Queen kill drops a rotating pool of craft materials: Battle Shards, Glacier Remnants, Frozen Brands and (rare) Ice Core.
Once you have the full component list, speak to the Ice Queen NPC between the Blessed Maiden NPC and the Craft NPC.
This is deterministic — no RNG on the final trade — so the real work is just banking materials.
